Morgan, Angel and Associates has
been compiling complete legislative histories for clients since 1981. As historians we take legislative history one or more
steps beyond the usual and put together a complete record of the background and events leading up to the enactment of a law.
Committee reports, hearings, and floor debates are important to lawyers and courts when they are trying to determine the legislative
intent of a particular statute; but, they may not tell the complete story. And the complete story may only be found in
agency or legislative records at the National Archives, or in the personal papers of those who drafted, considered, and passed the
legislation.
